BY-LAWS & CONSTITUTION
Asia Natural Armwrestling League (ANAL)
Founded by Baguio Sports Philippines Inc.
Principal Office: Cebu City, Philippines
ARTICLE I – NAME & PRINCIPAL OFFICE
Section 1. The organization shall be known as the Asia Natural Armwrestling League, hereafter referred to as “the Federation.”
Section 2. The principal office of the Federation shall be located in Cebu City, Philippines, with authority to establish regional and international offices as necessary for governance and growth of the sport.
ARTICLE II – VISION, MISSION, & PURPOSE
Vision. To be the leading governing body for natural armwrestling in Asia—rooted in integrity, patriotism, sportsmanship, and cultural pride—inspiring athletes to excellence and honorable national representation.
Mission. To promote, regulate, and develop natural armwrestling across Asia through education, sanctioned competitions, athlete support, and international collaboration with the International Federation Armwrestling (IFA).
Purpose & Core Values. (1) Promote the sport across Asia and globally. (2) Preserve integrity through fair play, anti-doping, and ethics. (3) Honor history and culture, fostering patriotism and respect for national identities. (4) Build community grounded in respect, humility, and faith. (5) Represent Asia within IFA structures and events.
ARTICLE III – OBJECTIVES
1. Organize local, regional, national, and international armwrestling competitions sanctioned by the Federation.
2. Provide training, education, and certification for athletes, coaches, referees, and technical officials aligned with IFA standards.
3. Develop inclusive youth, grassroots, and women’s participation programs across member regions.
4. Build partnerships with sports bodies, government agencies, educational institutions, and private sponsors.
5. Promote patriotism and cultural identity through values-based sport and community service.
ARTICLE IV – MEMBERSHIP
Section 1. Membership is open to individuals, clubs, and federations engaged or interested in natural armwrestling.
Section 2. Types of Membership: (a) Regular Members – active athletes, referees, coaches, and recognized clubs; (b) Honorary Members – individuals who significantly contributed to the sport; (c) Associate Members – supporters not actively competing.
Section 3. Rights & Duties: Regular Members may vote and be elected. All members shall uphold the Constitution, By-Laws, Code of Ethics, and Anti-Doping Policy.
Section 4. Termination: Membership may be revoked for misconduct, violation of rules, or inactivity, after due process.
ARTICLE V – GOVERNANCE
Section 1. Officers: President, Vice-President, Secretary General, Treasurer, Auditor, Public Relations Officer, and Regional Directors (as required).
Section 2. Board of Directors: Five (5) to eleven (11) members elected by the General Assembly from among Regular Members.
Section 3. Term: Officers and Board members serve two (2) years and may be re-elected.
ARTICLE VI – DUTIES OF OFFICERS
1. President – Chief executive officer; presides over meetings; represents the Federation in all official functions.
2. Vice-President – Assists the President and discharges duties in the latter’s absence.
3. Secretary General – Maintains records and minutes; manages communications and documentation.
4. Treasurer – Manages financial records, collections, disbursements, and reports.
5. Auditor – Conducts annual audits of financial statements and controls.
6. Public Relations Officer – Handles publicity, promotions, and media relations.
7. Regional Directors – Coordinate and oversee regional activities and development.
ARTICLE VII – MEETINGS
Section 1. General Assembly: convened at least annually; quorum is a simple majority of Regular Members.
Section 2. Board Meetings: held quarterly or as needed.
Section 3. Special Meetings: may be called by the President or upon written request of one-third (1/3) of the Board.
ARTICLE VIII – FINANCIAL MANAGEMENT
Section 1. Sources of funds: membership fees and dues; sponsorships and donations; tournament proceeds; grants or subsidies from government or private organizations.
Section 2. All funds shall be deposited in an accredited bank under the Federation’s name.
Section 3. Disbursements require joint signatures of the President and Treasurer and adherence to internal financial controls.
ARTICLE IX – COMMITTEES
Standing or ad hoc committees may include: (a) Technical & Rules; (b) Disciplinary & Ethics; (c) Events & Competitions; (d) Membership & Accreditation; and others as approved by the Board.
ARTICLE X – AMENDMENTS
These By-Laws may be amended by a two-thirds (2/3) vote of the General Assembly during a regular or special meeting called for that purpose.
ARTICLE XI – DISSOLUTION
In case of dissolution, all remaining assets after payment of liabilities shall be donated to a charitable or sports-related organization in the Philippines, as determined by the Board.
